One who gives authority


John 19:11
11. Jesus answered, "You would have no authority over Me, unless it had been given you from above; for this reason he who delivered Me to you has [the] greater sin."

Rom 13:1  
Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

Deuteronomy 17:12
12. "The man who acts presumptuously by not listening to the priest who stands there to serve the LORD your God, nor to the judge, that man shall die; thus you shall purge the evil from Israel.

Ephesians 5:21
