Title: what withholdeth?

And now ye know what withholdeth that he might be revealed in his time. 
II Thessalonians 2:6

So I was recently reading in Matthew Henry's commentary that it was Roman Ceaser, government, that withheld the papal powers.  Probably agree with this somewhat.

So just wondering what are some other thoughts as too what people think is that which withholdeth?
