Ephesians 1:4 According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love

God, Love—Love is the underlying motive for all that God does. It is His eternal characteristic which led to His developing a plan to save people even before He created the world. DISCIPLE’S STUDY BIBLE

I’m usually see this used in a sovereignty debate but this is also true of this verse. God is the creator of love.
