With reference to Rev.13:  The beast out of the sea, Rev.13:1-2, is the final world dictator before the second coming of Christ, the Antichrist.  The dragon, is Satan, identified in Rev.12, who will give his throne, power and great authority to the beast out of the sea.  The beast out of the earth, Rev.13:11, is the False Prophet who serves the beast out of the sea, the Antichrist, who's number is 666, in verse 18.
